FEDERAL REPUBLIC OF NIGERIA Federal Ministry of Water Resources Request for Expression of Interest (Quality Cost Based Selection) Country: Nigeria Project: Program for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) Sector: Agriculture and Water Loan Grant No: 2100150040844 Program ID: P-Z1-C00/069 1. The Federal Government of Nigeria (FGN) has received financing from the African Development Bank (the Bank), towards the cost of Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) in Nigeria and intends to apply part of the agreed amount to finance payment under the contract for the Technical Study, Detailed Design and Works Supervision for multipurpose infrastructure comprising of Dams, Ponds for livestock watering, Fingerling stations, Landing stage/Jetties and Irrigation schemes. The PIDACC development objective is to contribute to improving the resilience of the Niger Rivers Eco-system and populations through sustainable management of natural resources. 2. The services included under this consultancy are to: a) Conduct technical feasibility study; b) Carryout Detailed Design and preparation of Bidding Documents; and, c) Supervision of Works. The assignment is in support of construction/rehabilitation and managing complex projects in the area of water resources development of the following multipurpose infrastructure: Dams, Ponds for livestock watering, Fingerling stations, Landing stage/Jetties and Irrigation schemes, which will be carryout in the four (4) River Basin Development Authorities namely: Upper Benue, Upper Niger, Sokoto/Rima and Anambra-Imo. 3 The FMWR through its National Programme Coordinating Unit (NPCU) now invites eligible consultants to indicate their interests in providing these services. Interested Consultants must provide information indicating that they are qualified to perform the services (firm brochure, description of general work experience, verifiable job of similar nature, experience in similar condition in Nigeria and/or in sub- Saharan Africa, and availability of appropriate skills among staff). Consultants may constitute joint-ventures to enhance their chances of qualification. 4. Eligibility Criteria, establishment of the shortlist and selection procedure shall be in accordance with the procurement policy for the Bank Group funded operation (Policy), October 2015 which is available on the Banks website at http://www.afdb.org.en/projectsandoperations/procurements/new-proedure-policy. Only shortlisted candidate will be contacted. 5. The estimated duration of the assignment is Eighteen (18) months and the estimated starting date is 3rd May, 2021 6.
