  • Tenders are invited for Supply, Installation and Maintenance of Photocopiers, Heavy Duty Scanners, Paper Shredders and Other Office Equipment Interested companies are to collect standard bidding documents (SBD) from the procurement Unit on 4th floor, wing A upon showing evidence of payment of a non-refundable tender fee of N10,000.00 per lot, paid into the Nigerian Electricity Regulatory Commission-s Remita Account, through any reputable commercial bank in Nigeria. Interested and reputable suppliers should submit two (2) bound copies of tender documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder: a. Copy of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7; with a minimum average annual turnover of N100 million (for works) b. copy of company-s Income Tax Clearance Certificates for the last three (3) years valid till 31st December, 2021; c. Evidence of Pension Clearance Certificate valid till 31st December, 2021 (this requirement is only applicable to bidders whose number of staff is 15 and above); d. Evidence of industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2021 (this requirement is only applicable whose number of staff is 5 and above or the bidders annual turnover is N50m and above); e. Copy of Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021; f. Copy of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by the Bureau of public Procurement (BPP); g. Sworn Affidavit disclosing • whether or not any officer of the relevant committees of Nigerian Electricity Regulatory Commission or the Bureau of public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars. • That the company is not in receivership or about to be in receivership or not a replacement for a hitherto tax defaulting company • That the company is not subject to any form of insolvency or bankruptcy proceedings or the subject of any winding down petitions or proceedings; h. Company-s Audited Account for the last three (3) years, 2018, 2019 & 2020; i. Reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for execution of the project when needed; j. Company-s profile with duly signed Curriculum vitae of key staff to be deployed for the project, including copies of Academic/Professional qualifications such as COREN, QSRBN, ARCON, CIRBON etc k. Verifiable documentary evidence of at least Three (3) similar jobs on disposal executed in the last five (5) years (both completed and ongoing) including Letters of Award, valuation certificates Contract, Job Completion Certificate and photographs of the projects, l. For LOT A, B, C2, F, G, J and L: letter of authorization as representatives of an original equipment manufacturer (OEM) m. LOT A: evidence of current registration/accreditation with computer professionals Registration council of Nigeria and National Information Technology Development Agency (NITDA). n. For LOT E ( supply of project vehicles): only companies included in the National Automotive Design and Development Council-s approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles; o. Electricity jobs: Evidence of current license issued by Nigerian Electricity Management Services Agency (NEMSA) p. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partner); q. All documents for submission must be transmitted with a Covering/Forwarding letter under the company-s letter head paper bearing amongst others, the registration Number (RC) is issued by the CAC, Contact Address, Telephone Number (preferably GSM No) and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firms. Note: a) Bids must be in English Language and signed by an official authorised by the bidder. b) Bids submitted after the deadline would be returned un-opened c) Bidders should not bid for more than two (2) Lots; d) All costs will be borne by the bidders; e) Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (invitation link will be sent to bidders to join the bid opening) with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption/Transparency; f) Bids documents can also be collected in soft copies and Bidders can submit through Post (Courier Services) g) Only pre-qualified bidders at technical evaluation will be invited at a later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened. h) The Commission is not bound to prequalify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance to section 28 of the Public Procurement Act 2007
