- Tenders are invited for Illah-Ebu Irrigation Project: Supply and Installation of Rice Processing Machine in Illah. Eligibility: (a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7, Business Name is also acceptable for Services; (b) Evidence of Company-s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all Partners in case of Business Name) for the last three (3) years (2018, 2019 & 2020) valid till 31 December, 2021; (c) Evidence of Pension Clearance Certificate valid till 31 December, 2021; (d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2021; (e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2021; (f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 December, 2021 or valid Certificate issued by BPP: (g) Company-s Audited Accounts for the last three (3) years (2018, 2019, 2020); (h) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Benin-Owena River Basin Development Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; (j) Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed; (k) Company-s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, COMEG, QSRBN, ARCON, CORBON, ANAN, ICAN etc.); (l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects; (m) Works: List of Plants/Equipment with proof of Ownership/Lease; (n) For Equipment: Letter of Authorisation from Original Equipment Manufacturers (OEMs); (o) For Training: Evidence of Accreditation by Centre for Management Development (CMD); (p) For Services: Evidence of the Firm-s current Practice License issued by the relevant regulatory professional body(ies),e.g. COREN, COMEG, etc; (q) Lot C6: Evidence of current registration with the Office of the Auditor-General for the Federation; (r) Lot C6: Evidence of current registration with the Financial Reporting Council of Nigeria; (s) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate. NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner); (t) Inclusion of a bid security of 2% Of the bid price for Works of Three Hundred Million Naira (N300m) and above; and for Goods and Services of One Hundred Million Naira (N100m) and above; (u) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company-s/Firm-s Letterhead duly signed by the authorised officer of the firm. The company-s letterhead must bear amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm. Interested companies are to collect the Standard Bidding Document (SBD) from the office of Head of Procurement Unit, Room 067, Ground Floor, Benin-Owena River Basin Development Authority, Km 24, Benin/Sapele Road, Obayantor on presentation of evidence of payment of a NON-REFUNDABLE tender fee of N10,000.00 per Lot, paid into the Benin-Owena River Basin Development Authority-s Remita account in any reputable commercial bank in Nigeria. Bidders are to generate Remita Retrieval Reference (RRR) and pay into the BORBDA Remita e-collection IGR Account Number 025203800100 in any commercial bank. The GIFMIS code for the Tender fees is 1000020623. General Information: (a) Bids must be in English Language and signed by an official authorized by the bidder; (b) The authorized official shall be introduced to the Authority by a Letter of Authority duly Signed by the Director and Secretary of the Company; (c) Bids submitted after the deadline for submission would be returned unopened; (d) Bidders should not bid for more than two (2) Lots; (e) All costs will be borne by the bidders; (f) Only pre-qualified bidders for Invitation for Pre-Qualification will be invited on a later date for collection of tender documents; (g) Only pre-qualified bidders for Invitation to Tender (Works/Goods & Non- Consultancy Services) will be invited on a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened. (h) Consultancy Services: Only shortlisted firms will be invited on a later date for collection of Request for Proposals; (i) Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti- Corruption/Transparency; (j) Bid documents can also be collected In soft copies and Bidders can submit through Post (Courier Services); (k) The Benin-Owena River Basin Development Authority is not bound to pre- qualify/shortlist any bidder and reserves the light to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
