  • Expression of Interest are invited for State Wide Sensitations Programs, Workshops and Seminars on Improving Security Challengies, Kebbi State Prospective bidders should submit the following documents: i. All documents for submission must be submitted with a Covering/Forwarding letter under the Company-s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm. ii. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7. Business name is also acceptable in case of service; iii. Evidence of Company-s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years (2019, 2020 and 2021) valid till 31st December 2022 with Minimum Average Annual Turnover as specified in the Standard Bidding Documents iv. Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above). v. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder-s annual turnover is N50m and above); vi. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022; vii. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP; viii. Sworn affidavit • disclosing whether or not any officer of the relevant committees of the Sokoto River Basin Development Authority or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; • That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter. • That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding ix. Company-s Audited Accounts for the last three years (2019, 2020, 2021) duly acknowledged by the Federal Inland Revenue Service (FIRS); x. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed; xi. Company-s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications (in case of construction/Rehabilitation works: COREN, QSDRBN, ARCON, CORBON etc); xii. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects; xiii. Services: Evidence of Accreditation by Centre for Management Development (CMD) xiv. Works: List of Plants/Equipment with proof of Ownership/Lease agreement; xv. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner); Note that all document/information required must be paginated, submitted in the sequence/order as listed in i-xiv above. Technical bids will be opened immediately after the deadline for submission 12:00 noon on Wednesday, 5th October 2022 At the Authorities Board Room, Sokoto in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please, ensure that you sign the Bid submission Registrar when submitting your bids at the address stated in 4.0 above, as the Authority will not be held liable for misplaced or wrongly submitted bids. Note: a) Bids and Expressions of Interest Documents must be made in English Language and signed by an official authorized by the bidder. b) Bids and Expressions of Interest Documents submitted after the deadline for submission would be returned unopened; c) Bidders should not bid for more than two (2) Lots d) All cost will be borne by the bidders as the Ministry will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with response to this invitation. e) Non-compliance with the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process f) Bids with values of N300 million and above for works and bids with value of N100 million and above for goods & Services must be accompanied with 2 % Bid Security. g) Bid security should be provided alongside financial bids in a separate envelope clearly labeled “Bid Security Submitted by name of the bidder: h) Due diligence would be observed as all the documented claims by the contractors are subject to verification i) Representative of any company should be accompanied with authorization letter and must be included in the bidding documents, failure to comply will lead to disqualification j) Bidders should note that detailed scope of works and specifications for projects in categories A and Term of Reference/Scope of Activities for category C are contained in the Standard Bidding Documents and RFP respectively to be issued to prospective bidders. k) Attendees at the bids opening shall be required to wash hands, use hand sanitizer, wear mask and observe physical distancing. The Bids Opening will recovered by video recording and invitation link will be sent to bidders who choose to join the bid opening online. l) Category A: Only prequalified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened m) Category B: Only Shortlisted consultants will be invited at a later date for collection of Request for proposals; n) The Sokoto Rima River Basin Authority is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007. o) For further enquiries, please contact procurement Department between the hours of 9:00am to 3:30pm (Mondays - Fridays) at the following address: Sokoto Rima Rivers Basin Development Authority, Damale Kaita House, KM 10 Gusau road, Shuni, Sokoto State
