• Tenders are invited for Selection of a Consultant (Consulting Firm) for Updating the Financial and Macro-Economic Component of the Study on the Establishment of the Fund for the Development of the Ecowas Transport and Energy Sectors Scope of service In order to respond to the above, the ECOWAS Commission is seeking to engage a consulting firm to carry out an update of the study relating to FODETE. Using recent data from Member States, the advisory services (“the Services”) will include, but are not necessarily limited to the tasks and responsibilities described below: • Review and update financial and macroeconomic analysis as regarding the possible impact of the proposed levies on the economies of ECOWAS Member States and propose mitigation measures; • Analyze and update the financing needs in the areas of energy and transport described in the study, in accordance with the ECOWAS regional infrastructure master plan (2020-2045); • Based on the 2016 FODETE feasibility study, review and update the Fund's resources and supply method, namely: i. the products targeted: agricultural, mining, petroleum, others, etc. ii. the rates and methods of levies by type of product and the distribution key by country iii. the resources expected in the short, medium and long term: an assessment of the various products of the region is necessary as well as the expected and projected revenue over the period of development of the ECOWAS infrastructure master plan.
