MALARIA CONSORTIUM NIGERIA REQUEST FOR PROPOSAL (RFP) FOR FIRMS OR RESEARCH INSTITUTIONS TO PROVIDE PROGRAMME MANAGEMENT CAPACITY BUIDLING SUPPORT TO NIGER STATE COMMUNITY HEALTH INFLUENCERS, PROMOTERS AND SERVICES (CHIPS) PROGRAMME IMPLEMENTATION. REF NO: MC-NG-BMGF-ABJ-2021-001-CBS SPECIFICATIONS AND INSTRUCTIONS TO BIDDERS Malaria Consortium Malaria Consortium is one of the world's leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision-making and strategic planning. The organisation works to improve not only the health of the individual, but also the capacity of national health systems, which helps relieve poverty and support improved economic prosperity. Malaria Consortium is committed to obtaining a fair value for services received with a competitive price and timely delivery of the right quantities at the right quality. Administrative information 1. It is the intent of this RFP to secure competitive proposals from capable firms or institutions to provide management training and mentoring support services to Malaria Consortium Nigeria. 2. This RFP includes; i) The RFP document ii) The Bidder Response Document (BRD) 3. Vendors shall submit offers electronically to tenders@malariaconsortium.org and in the subject field of the email reference the following MC-NG-BMGF-ABJ-2021-001-CBS 4. Bids must be received by 7th May 2021 at 17:00 (5pm). Bidssubmitted after the deadline will NOT be accepted. 5. Questions must be sent by email to tenders@malariaconsortium.org with the following bid reference in the subject: β€˜MC-NG-BMGF-ABJ-2021-001-CBS-Question-. All questions must be sent in latest by 30th April 2021 at 5pm. 6. Malaria Consortium shall notify the winning bidders in writing. Malaria Consortium is under no responsibility to release the identity or contract terms of the winning vendor 7. Malaria Consortium reserves the right to accept or reject any or all bids, and to accept the bid deemed to be in the best interest of Malaria Consortium, and is not bound to accept the lowest priced bid submitted. 8. Malaria Consortium reserves the right to award contracts to multiple vendors if deemed to be in its best interest. 9. The award criteria shall be based on the proposals overall response and β€œvalue for money” while taking into consideration donor and internal requirements and regulations. The award will be determined by a committee of Malaria Consortium employees. 10. The successful vendor shall receive a contract and deliver the service. The contract can be extended upon agreement by both parties. 11. The language for communications and required documents will be in English. Technical Requirements & Specifications ο‚· This RFP focuses on engaging a reputable firm or institution with at least 8-10 years of developing, facilitating, and delivery of capacity building (trainings and mentoring) in Programme Management for development professionals, to support the Strengthening of the capacity of the PIU for improvement in individual and holistic management of the key components of the CHIPS programme in the areas of management, service delivery, supply chain, monitoring and evaluation and community engagement and mobilizations. The firm will work with MC and the State to: Purpose of the assignment: ο‚· To support the CHIPS PIU on CHIPS Programme Management Strengthening the capacity of the PIU for to reach consensus on required changes in the management structure for CHIPS in the state, build their capacity and mentor them to be able to take over from the BMGF MC grant. Objectives: ο‚· Reach consensus of effective structure ο‚· Work with government to identify and staff to fill respective roles ο‚· Conduct capacity needs assessment (systems and individuals) ο‚· Develop and reach agreement on PM process, tools and other documents ο‚· Finalise roll-out plan and support initial roll-out ο‚· Review the initial phase of roll-out and transit BMGF grant ο‚· Use the findings of the review to update the roll-out plan and support government to roll-out Specific tasks: Programme Management Training Consultancy Team ο‚· Receive briefing from MC Technical team upon resumption of consultancy. Malaria Consortium RFP Page 3 of 19 ο‚· Review relevant documents related to CHIPS Programme management and implementation ο‚· Submit proposed capacity building plan and contextualized training module to MC ο‚· Conduct capacity building needs assessment (systems and individuals)) to inform revision of the content and method of the capacity building support to the CHIPS PMU, as appropriate. ο‚· Develop/adapt programme managements process, tools and other documents that will be used as resource materials ο‚· Develop capacity building implementation and mentoring plan and support initial roll-out ο‚· Review initial phase of roll-out and transit BMGF grant ο‚· Use the findings of the review to update the roll-out plan and support government to roll-out ο‚· Prepare and submit consultancy report to Staff Technical Lead. 12. Terms of Reference See attached document in link 13. All Bid Validity shall be for a minimum of 90 days Payment Terms 14. Malaria Consortium will make payment within 30 days after presentation of certificate of completion, final report, time sheet and invoice outlining any deductions for loss, damage or late delivery. 15. All payments shall be made in (Nigerian Naira) by bank transfer within 30 days of receipt of valid documentation 16. Payment will be net of tax deduction in accordance with Nigeria tax Laws. Malaria Consortium is VAT exempted but it is mandated to make tax deduction and remit same to relevant tax authority in Nigeria. All vendors are subject to withholding tax deductions. RFP Mandatory Criteria 17. To be considered eligible for evaluation, the organization must be registered with CAC and must have agreed to be compliant to Malaria Consortiums Policies. Any Bid Not Meeting the Mandatory Criteria listed below will not be evaluated. Mandatory criteria in the BRD (non-adherence disqualifies a bid from further consideration) ο‚· Fully completed Bidder Response Document (BRD) inclusive of Pricing Proposal, including a full cost breakdown based on the details provided in this RFP, ο‚· Signature to confirm compliance with Malaria Consortiums Policies ο‚· Copy of business registration documents (proof of legal operation in the country of registration) ο‚· Evidence of tax remittance within the last 2years(2019-2020) RFP Evaluation Criteria Malaria Consortium RFP Page 4 of 19 18. Proposals will be evaluated based on clarity and completeness of presentation. a. Award will be made based on quality of the technical and financial implications of the proposal, business issues, appropriate technical and support capacity and the overall ability to best meet the needs of the project. b. Top three Bidders who satisfactorily meet the preliminary and mandatory requirements set out in this request for proposal may be shortlisted for a second phase interaction with a team from Malaria Consortium. c. Contract may be awarded in part depending on skill and technical evaluations after receipt of bid. Description (Technical & Financial proposal) Scoring in percentage Total Score in percentage Bidder-s Experience Minimum of 5 years in developing, facilitating, and delivery of capacity building (trainings and mentoring) in Programme Management for development professionals 20% 70% Qualification of the lead Consultant-Lead Facilitator (designated by firm) and addressed in submitted CV: Certified Master Trainer in Programme Management for Development Professionals (or its equivalent). He/She should be of the status of a Regional Consultant -At least 8 years post graduate degree experience in Project/Programme Management in the Health Sector, with at least 5 years as a trainer. -Skills and experience in team management, supervision, and conflict resolution - -Availability at the training venue for the entire period of the training programme. -Demonstrated experience engaging with top and middle level management staff of government and agencies -Proficiency in use of Computer software including MS Office-Word, Excel and PowerPoint -Experience in evaluation of training programmes 15% Composition and experience of the facilitators and addressed in submitted CV-s -Certified Master Trainer in Programme Management for Development Professionals (or its equivalent). He/She should be of the status of a Snr National/ Consultant -At least 5 years post graduate degree experience in Project/Programme Management in the Health or other development sector, with at least 3 years as a trainer. -Demonstrable skill in facilitating adult learning sessions. -Proficiency in use of Computer software including MS Office-Word, Excel and PowerPoint. 15% Malaria Consortium RFP Page 5 of 19 -Experience in evaluation of training programmes.
