  • Prequalifications are invited for Rehabilitation of Locomotives, Coaches, Wagons, Railway Inspection Vehicles and Cranes (Narrow Gauge and/or Standard Gauge) Prospective bidders should submit the following documents in their Technical profiles i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC2 and CAC7; Business name also is acceptable. ii. Evidence of Company-s Income Tax Clearance Certificates (or Personal Income Tax Clearance Certificates in case of business name) for the last three (3) years (2019, 2020, 2021) valid till 31st December 2022; iii. Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above). iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder-s annual turnover is N50m and above); v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022; vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP; vii. Sworn affidavit • Certifying that the company is not in receivership, insolvency or bankruptcy. • No officer of the relevant committees of the Nigerian Railway Corporation or the Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; • That none of the Directors of the company has been convicted for criminal offence in relation to frauds or financial impropriety in any court in Nigeria or elsewhere. viii. Company-s Audited Accounts for the last three years (2019, 2020, 2021); ix. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed; x. Company-s profile with the Curriculum Vitae of key staff to be deployed for the works/services, including copies of their Academic/Professional qualification xi. Lot C03: company-s valid Training License/certificate issued by Centre for management Development (CMD); xii. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects; xiii. Lot C05: • Operational License issued by NAICOM • Valid and adequate re-insurance Treaty arrangement (Underwriters only) • Certified True Copy of Audited Accounts approved by NAICOM xiv. Lot C04: evidence of firm-s current registration with • Financial Reporting Council of Nigeria; • ICAN, ANAN or any other relevant regulatory Professional body(ies) xv. Lots C01 and C02: evidence of firm-s current registration with relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, ESVARBON etc; xvi. All documents for submission must be submitted with a Covering/Forwarding letter under the Company-s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm. Note: a) Bids must be in English Language and signed by an official authorized by the bidder; b) Bids submitted after the deadline for submission would be returned unopened; c) Bidders should not bid for more than two (2) Lots; failure to comply is automatic disqualification d) Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (invitation link will be sent to bidders to join the bid opening) with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption/Transparency; e) Bids can submit through Post (Courier Services); f) Consultancy services: only shortlisted firms will be invited at a later date for collection of Request for Proposals; g) Goods & Works: only prequalified bidders at technical evaluation will be invited at a later date for financial bids collection. h) The arrangement of the EOI/Prequalification documents in hard copies should follow the order in the list above and appropriately paged. The EOI/Prequalification documents should have a table of content indicating the pages, which these items are to be found. Failure to comply with this directive will result in disqualification of the Bidder. i) The Nigeria Railway Corporation is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
