Service Requirements/Terms of Reference (ToR)III. The purpose of the consultancy is to provide technical expertise for the operationalization of the SSHIS,through the conduct of an actuarial analysis for the integration of FP and other identified services into therespective state health contributoryscheme's health benefit package.IV. ObjectivesV. Conduct analysis of data collected to establish the cost of the expanded SSHIS benefit package and afeasible premium for the package. Conduct an actuarial analysis of the current health insurance schemebenefit package.VI. Evaluate the financialsustainability of integrating the full range of family planning services.VII. Model cost implications, risk factors, and impact on premiums, claims, and reserve funds.VIII. Provide evidence-based recommendations on optimal benefit package design, including cost-sharing andsubsidy considerations.IX.Propose strategies to ensure financial viability and risk mitigation.
