Part of this operation is the service of Health Insurance for national staff. Therefore, the DRC requests you to submit price bid(s) for the supply of the item(s) listed on the attached DRC Bid Form Annex A. This Request for Proposal (“RFP”) is intended to solicit information and proposals from qualified Health Insurance Services suppliers capable of meeting DRC-s needs, for its various locations in Abuja, Borno, Adamawa and Yobe State. The Supplier (“Supplier”) selected will have significant expertise in the areas necessary to meet the needs and requirements set forth in this RFP. Critical criteria of this evaluation process will include the Provider-s ability to share data and provide services that meet our mutual needs. Through this RFP process, DRC desires to enhance service efficiency and minimize costs and risk, while at the same time providing the Supplier with the incentive to successfully perform based upon pricing. About the service The Danish Refugee Council assists refugees and internally displaced persons across the globe: we provide emergency aid, fight for their rights, and strengthen their opportunity for a brighter future. We work in conflict-affected areas, along the displacement routes, and in the countries where refugees settle. In cooperation with local communities, we strive for responsible and sustainable solutions. We work toward successful integration and - whenever possible - for the fulfillment of the wish to return home. Danish Refugee Council (DRC), and its Humanitarian Disarmament and Peacebuilding technical unit - the Danish Demining Group (DDG), has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally. Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria. DRC invites sealed tenders from eligible Health Maintenance Organization (HMO) for the provision of comprehensive Staff medical insurance cover in Nigeria. Contract & Portfolio • An estimated 300 initial number of Employee at the start of the scheme • Enrolment of the employee plus Spouse and four (4) children (biological or adopted under 18 years or under the age 21 years if still in a full-time educational program at an accredited tertiary institution. IMPORTANT INFORMATION REGARDING THIS RFP: • This RFP is launched for the purpose of establishing a framework agreement with the supplier for the supply of Staff Health Insurance services for a period of 12 months. • 2 extensions of 12 months are possible with the request of Purchasers and approval from Supplier. • A Framework agreement is not binding DRC to place any Purchase Orders. DRC will place orders to the awarded supplier based on the agreement as per its requirement. • DRC may choose to cancel the agreement if deemed necessary. • DRC may choose to split the contract award to more than one supplier. • No advance payment will be paid to the awarded supplier. Payment will be made on a monthly basis after delivery of service. • This tender is not divided into lots. • Estimated of 300 National staff are to be covered. II. SELECTION AND AWARD CRITERIA The criteria for awarding contracts resulting from this Tender is based on ‘best value for money-. For the purpose of all tenders DRC defines best value for money as: Best value for money should not be equated with the lowest initial bid option. It requires an integrated assessment of technical, organizational and pricing factors in light of their relative importance (i.e. reliability, quality, experiences, and reputation, past performance, cost/fee realism, delivery time, reasonableness, need for standardization, and other criteria depending on the item to be procured). For all bids deemed technically compliant as per the specification stipulated in Annex F - Statement of Works, DRC will give a weighted combined technical and financial score. The weighted score will determine the contract award. A. Administrative Evaluation A bid shall pass the administrative evaluation stage before being considered for technical and financial evaluation. Bids that are deemed administratively non-compliant may be rejected. Submit a copy If any information required during the administrative evaluation is not provided by the bidders, DRC may choose to request bidders to supply this information within 48 hours of the tender opening. Please note that this is only applicable for documentation that does not alter the details in the bid, such as price information. B. Technical Evaluation To be technically acceptable, the bid shall meet or exceed the stipulated requirements and specifications in the RFP. A Bid is deemed to meet the criteria if it confirms that it meets the conditions, procedures and specifications in the RFP without substantially departing from or attaching restrictions with them. If a Bid does not technically comply with the RFP, it will be rejected. The information requested in the technical evaluation stage are the essential criteria (deal-breakers) for bidders to meet. These requirements are non-negotiable. If a bidder fails to meet any of these criteria, the bidder should be rejected immediately and not advance to the financial evaluation stage. The criteria are divided into essential (mandatory) and weighted criteria. For the essential criteria, the bidders will be disqualified if their offer does not demonstrate that they are fulfilled, whereas the weighted criteria are not mandatory but will give the bidder a higher technical score.
