• Prequalifications are invited for Proposed Research and Development in Leather Technology and Footwear Manufacture for South South Geo-Political Zone The pre-qualification documents will be opened following the deadline for the submission of bids at 12:00 noon of Wednesday, 9 June, 2021 at the Procurement Unit, NILEST, PMB1034 Zaria Kaduna State while Expression of Interest will be opened immediately following the for the submission of EOI at 12:00noon on Wednesday 26 May, 2021 at the Procurement Unit, NILEST, PMB 1034 Zaria Kaduna State. The interested bidders/service providers are required to submit the following: (i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7. Business Name is also acceptable for Services; (ii) Evidence of Company-s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years (2018,2019 and 2020) valid till 31 December 2021; (iii) Evidence of current Pension Clearance Certificate valid till 31 December 2021; (iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December 2021; (v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December 2021; (vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2021 or valid Certificate issued by BPP; (vii) Sworn Affidavit disclosing whether or not any officer relevant committees of Nigerian Institute of leather and Science Technology or Bureau of Public Procurement is a former or present Director, stakeholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; (viii) Company-s Audited Accounts for the last three (3) years (2018, 2019 and 2020); (ix) Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed; (x) Company profile with the Curriculum Vitae of Key Staff to be deploy for the project, including copies of their Academic/Professional qualifications (COREN, QSRBN, ARCON, CORBON etc.) (For works) (xi) Services: Evidence of company-s registration with the relevant regulatory professional bodies; (xii) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the projects. (xiii) Works: List of Plants/Equipment with proof of Ownership/Lease; (xiv) Letters of Authorisation from Original Equipment Manufacturers (for G01 to G03) (xv) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR& Sworn Affidavit are compulsory for each JV partner) (xvi) All submission must be transmitted with a Covering/Forwarding letter under the Company/Firm-s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm. (d) The Institute reserves the right to reject any bid and to terminate the selection process at any time without any liability. (e) The Institute management reserves the right to verify the authenticity of any claim made in tender documents submitted by bidders. (f) Any bid submitted after the closing date shall not be considered. (g) Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency and shall be made available to bidders upon request; (h) Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services); (i) Only successfully pre-qualified contractors will be invited for collection of bid documents; (j) Only shortlisted consultants will be invited for collection of request for proposal (k) The Nigerian Institute of Leather and Science Technology is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
