Project Preparation and Implementation Support for World Bank Mini Grid Operations The objectives of this assignment are to provide targeted preparation and implementation support to World Bank financed mini grid projects; focusing on; but not limited to techno-economic analysis of potential mini grid sites and projects; market assessments such as cost benchmarking and market sizing; commercial and financial assessment of business models and project portfolios; including tariff and subsidy analysis.Between 2018 and 2023; Nigeria has made significant progress in mini-grid electrification. The regulatory framework for mini-grids established in 2016 has proven to be a decent foundation for mini-grid investments; and the Nigeria Electrification Project (NEP) managed by the Nigerian Rural Electrification Agency (REA) and its Performance Based Grant (PBG) have led to an uptake of mini-grids with private sector engagement; equity investments and debt provisions. However; the NEP is coming to a close in August 2024; and the World Bank and the Federal Government of Nigeria are preparing a new project - the Nigeria Distributed Access through Renewable Energy Scale-Up (DARES) project - that will build on and further scale up successful elements of the NEP through continued support for the deployment of mini grids and off-grid solar systems while expanding the focus to other key areas.To assist the Nigeria DARES task team in the preparation of the project; especially the design of the Performance Based Grant (PBG) component for mini-grids in Nigeria; and drawing on experience from the Nigeria Electrification Project (NEP) and new information about the Nigerian mini-grid sector and latest market developments; the firm shall carry out the following tasks: * Definition of mini grid system configurations; and development of minimum technical and service standards. This activity will entail a review of system configuration options based on industry best practices and development of minimum technical requirements for system sizing. A similar exercise was carried out as part of preparation for the NEP and adopted as technical minimum requirements for project eligibility for the performance-based grant program.
