• Expression of Interest are invited for Project Preparation and Implementation Support for World Bank Mini Grid Operations Description The objective of this assignment is to provide targeted preparation and implementation support to World Bank-financed mini grid country projects supported by the ESMAP Global Facility on Mini Grids. This work will focus on, but not be limited to: techno-economic analysis of potential mini grid sites and projects; market assessments, such as cost benchmarking and market sizing; commercial and financial assessment of business models and project portfolios, including tariff and subsidy analysis; and review of policies and regulations. The selected firm will be responsible for the following primary tasks, including a set of tasks for a specific country already identified for targeted support - Nigeria. However, the selected firm-s duties are not restricted to these tasks only; they may also carry out other tasks in other World Bank project countries, as required to assist the World Bank in its support for the deployment of mini grids at scale to promote universal access to electricity, and as mutually agreed with the TTL and the team of the ESMAP Global Facility on Mini Grids. Within this agreement, several of these tasks involve specific activities that contribute to tangible collaboration and deliverables as part of the assignment. Task 1: Techno-economic analysis of potential mini grids sites and projects: · Apply site selection criteria to long-list of sites developed during project preparation · Prepare standard technical pre-designs of mini-grid systems · Develop and apply methodology to estimate CAPEX based on pre-designs · Develop principles to design economically balanced procurement lots (based on simplified financial modelling principles using the pre-designs, CAPEX estimations and socioeconomic surveys) Task 2: Market assessments for mini grid potential and costing: · Mini-grid delivery models (roles of government, private sector, financing, ownership, operation, etc.) · Mini-grid site characterization and site selection, including development of selection criteria · Cost benchmarking of mini grid components, including analysis of global reference prices and country specific factors such as customs, duties, transport logistics, etc. Task 3: Commercial and financial assessment of business models and project portfolios · Developing tariff calculation tools taking into account all applicable regulations and prevailing market conditions · Subsidy analysis to calibrate appropriate subsidy levels for results based financing programs that considers cost of service, ability to pay, and government policy priorities Task 4: Program implementation support · Support for the preparation and finalization of the project operations or implementation manuals · Developing mini-grid project evaluation criteria and evaluation matrix · Support for the preparation of templates bidding documents and other program documents as well as the design of application and evaluation processes Task 5: Analysis of mini grid policies and regulations: · Review of and recommendations to improve existing draft mini-grid regulations · Support for development of mini grid regulations, including facilitating consultations, providing expert advice, and document revision · Support on mini grid-related regulatory activities to operationalize new regulations, policies or institutional setup Task 6: ‘Just-in-time- advisory support · Providing ‘just-in-time- senior industry and private sector advisory support to World Bank operational teams and clients working on existing and pipeline projects with mini and micro grid components, as agreed with the GFMG TTL and team; · Any other advisory, consulting and knowledge support to the GFMG TTL, as agreed with the GFMG TTL and team.
