- Tenders are invited for Procurement and Installation of Solar Power System for Rufus Giwa Polytechnic, Owo. Eligibility: a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7; b) Evidence of Company-s Income Tax Clearance Certificate for the last three(3) years valid till 31st December, 2020, With minimum average annual turnover of N20 million; c) Evidence of current Pension Compliance Certificate valid till 31st December, 2020; d) Evidence of current industrial Training Fund (1TP) Compliance Certificate valid till 31st December, 2020; e) Evidence of current National Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020; f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by BPP or a Copy of Interim Registration Report (IRR) expiring on 31/12/2020 as evidence of compliance with the requirements. g) Sworn Affidavit • disclosing whether or not any officer of the relevant committees of Rufus Giwa Polytechnic or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that an information presented in its bid are true and correct in all particulars. • That the company is not in receiving, bankrupt or insolvent. • that the Company does not have any Director who has ever been Convicted in any court of Law in Nigeria or any other country for criminal offence in relation to fraud of financial impropriety. h) Company s Audited Accounts tor the last three (3) years-2017, 2018, 2019. i) Evidence of financial capability to execute the project by submission of reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed; j) Company-s Profile with the Curriculum vitae of Key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications: COREN, QSRBN, ARCON, CORBON etc. k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Completion Certificates and Photographs of the projects; l) P5 & P6: Letter of Authorization as representatives of the Original Equipment Manufacturer (OEMs); m) All documents for submission must be transmitted with a covering/forwarding letter under the Company/firm-s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC) Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm. Collection of Tender Documents: Interested and competent bidders are requested to collect bid documents from the procurement Unit, Rufus Gwa Polytechnic Owo, Ondo State upon presentation of evidence of payment of non-refundable bid document fee of N10, 000.00 for each project. Submission 0f Tender Documents: Completed Technical and Financial bids are to be packaged in two separate envelopes. Each labelled Technical or Financial. The two envelopes should be enclosed in a large envelope labeled Library Development Technical and Financial Bids and name indicated at the top right hand corner of the envelope with the Company-s name written behind and addressed to the Rector, Rufus Giwa Polytechnic Owo, Ondo State. The documents should be deposited in the tender box at the Administrative Building of the Polytechnic not later than 12:00 noon on Monday, 1st February, 2021. Opening of Technical Bids: Only the submitted technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 1st February, 2021 in the Administrative Building of the Polytechnic. General Information: i. Certificates may be referred to the respective issuing authorities for verification and authentication ii. Technical and Financial bids enclosed in one and same single envelope that will expose the Technical and Financial bids at the time during opening shall be disqualified. iii. The evaluation shall strictly be based on the requirements stated above. iv. Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in Compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording with the presence of two(2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption/ Transparency; v. Bid documents can also-be collected in sot copies and Bidders can submit through Post (Courier services). vi. Only pre-qualified bidders at technical evaluation will be contacted at a later date for financial bid opening, while financial bids of un-successful bidders will be returned un-opened. vii. This advertisement is published for information purpose only and should not be construed as a commitment or obligation on the part of Rufus Giwa Polytechnic, Owo, Ondo State to award these contracts to any bidder. viii. Due diligences exercise may be conducted to verity the claims made by bidders. ix. Bidders should not bid for more than two (2) lots. x. All submissions must be made in English Language. xi. The Polytechnic, Owo is not bound to consider any bid and reserve the right to reject all bids at any time or cancel procurement proceedings in the public interest in accordance with Section 28 of the Public Procurement Act, 2007.
