  • The World Bank, along with partners Lagos Metropolitan Area Transit Authority (LAMATA), Columbia University, and University of California, Berkeley, is seeking to conduct observation surveys of the informal transit in Lagos, Nigeria. The research team is represented in Nigeria by a field coordinator from Development Impact Evaluation (DIME). The survey firm (also defined as survey company) selected through this ToR, will be in charge of data collection for this study. It will report directly to the DIME field coordinator as well as to the principal investigators of the study from DIME, University of California Berkeley, and Columbia University (together defined as β€œthe research team”). Scope of work:The research team has a list of minibus motorparks and routes in Lagos, estimated to contain 800 routes (i.e. 1600 ordered origin-destination pairs) and 320 motorparks. This data was collected in 2022 so may need updating. The survey firm would be responsible for the following steps:Step 1: Preliminary Route Enumeration. Visit the 320 motorparks, enumerate existing routes, reporting back to the team which of the initial routes still exist and which do not as well as which new routes should be added.Step2: From here, 3 surveys will be conducted.Union Fee Survey. At each motorpark, enumerators will identify the particulars of the park (e.g. unit name, controlling union). Enumerators will then administer a short survey lasting 5-10 minutes to collect information for fees that drivers must pay who drive at the park. Enumerators should ask 2 drivers, and 2 union members.Motorpark Observation Survey (Departure observations - MPDs). At motorparks, enumerators will collect data on each route for one day through a motorpark observation survey. In this survey, enumerators will record departure time, destination, fare and capacity for each bus that departs on each route.
