MALARIA CONSORTIUM NIGERIA REQUEST FOR PROPOSAL (RFP) FOR FIRMS OR INSTITUTIONS TO PROVIDE TECHNICAL ASSISTANCE FOR STRENGTHENING INSTITUTIONAL AND LEADERSHIP CAPACITY IN SUPPORT OF COMMUNITY HEALTH INFORMATION PROMOTION SERVICES(CHIPS)PROGRAMME IN NIGER STATE. REF NO: MC-NG-BMG-ABJ-2021-002-ILCS SPECIFICATIONS AND INSTRUCTIONS TO BIDDERS Malaria Consortium Malaria Consortium is one of the world's leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision-making and strategic planning. Administrative information 1. It is the intent of this RFP to secure competitive proposals from capable firms or institutions to provide technical assistance for strengthening institutional and leadership capacity for CHIPS programme to Malaria Consortium Nigeria. 2. This RFP includes; i) The RFP document ii) The Bidder Response Document (BRD) 3. Vendors shall submit offers electronically to tenders@malariaconsortium.org and in the subject field of the email reference the following MC-NG-BMGF-ABJ-2021-002-ILCS. 4. Bids must be received by 7th May 2021 at 17:00 (5pm). Bidssubmitted after the deadline will NOT be accepted. 5. Questions must be sent by email to tenders@malariaconsortium.org with the following bid reference in the subject: β€˜MC-NG--ABJ-2021-001-ILCS-Question-. All questions must be sent in latest by Thursday, 30th April 2021 at 5pm. 6. Malaria Consortium shall notify the winning bidders in writing. Malaria Consortium is under no responsibility to release the identity or contract terms of the winning vendor. 7. Malaria Consortium reserves the right to accept or reject any or all bids, and to accept the bid deemed to be in the best interest of Malaria Consortium, and is not bound to accept the lowest priced bid submitted. 8. Malaria Consortium reserves the right to award contracts to multiple vendors if deemed to be in its best interest. 9. The award criteria shall be based on the proposals overall response and β€œvalue for money” while taking into consideration donor and internal requirements and regulations. The award will be determined by a committee of Malaria Consortium employees. 10. The successful vendor shall receive a contract and deliver the service. The contract can be extended upon agreement by both parties. 11. The language for communications and required documents will be in English. Technical Requirements & Specifications 12. The selected firm or institution shall contribute to strengthening capacity of the institutions and the leadership responsible for CHIPS specifically in building leadership knowledge, and skills. Scope: The target areas will be the state and LGA levels. The interventions will cover identified institutions and the leadership of the relevant MDAs relevant to CHIPS at the state and LGA level, with statutory roles for policy and guidelines development, capacity building and service delivery, among others. The intervention as proposed for 9 months (onsite and virtual) will cover initial assessment to identify the core problems and issues related to institutional and leadership and ICB , planning, and capacity building including dedicated training, assessment of the outputs and outcome of the intervention. Description of the Intervention The process for the leadership and capacity strengthening support. The intervention and the expected results will be built around the key statutory roles of the relevant government institutions at the state and LGA levels, and the core elements of leadership and institutional capacity (see Appendix 2). The focus will be (a) improved governance (b) improved management for effective resources utilisation, and service delivery (c) building partnership especially for mobilisation of resource (d) organizational learning and (e) human resource improvementfor better performance. The intervention will cover the following: ο‚· Leadership and Capacity Need Assessment (Phase one- 3 month): This will involve development / adaptation of available and relevant tools to be valid and reliable for identification of the core problems and issues/ needs around the performance of the statutory roles and around the core elements of institutional and leadership capacity of the institutions relevant for CHIPS programme ο‚· Planning and Capacity building: Based on the findings of the assessment, this will involve the following a) development and sharing of key recommendation to inform desirable changes in in of the relevant institutions Malaria Consortium RFP Page 3 of 20 b) development and application of criteria for the selection of participants at the leaderships and capacity strengthening training. c) dedicated training to address problems/ issues around the performance of the statutory roles and the core elements of institutional and leadership capacity d) development of institutional and individual leadership plans for the relevant top management. ο‚· Phase 2: Mentoring (3months) of the individual trained leader to implement the plan develop Tasks Specifically, the firm shall: 1. Conduct an assessment on the leadership and capacity strengthening support for sustainable CHIPS programme and identify core issues and gaps regarding leadership 2. Identify internal and external institutional and structural arrangements for sustainable CHIPS roll-out at State and LGAs levels. This will involve identification of key individuals currently or in medium-term who are personally responsible or related to the roll-out of CHIPS programme. 3. Develop consensus with MC and State teams on the leadership and management structure for the relevant MDAs, with the short and long-term roles documented 4. Provide technical support to the leaders of the identified MDAs to develop the composite and individual leadership plan in relation to the achievement of the short and long-term targets of the CHIPS programme (State level plan; LGA level plans). 5. Develop a training module, and mentoring plan in support of the leadership and capacity strengthening intervention. 6. Conduct training on leadership and capacity strengthening to address the identified problems and issues amenable to training and mentoring 7. Conduct assessment of leadership and capacity strengthening intervention (for two quarters); and apply findings to inform mentoring for identified leaders/revision of the plans 8. Conduct follow-up mentoring (for two quarters) of the individual trained leader in support of the leadership and capacity, strengthening, with the parameter of the mentoring defined 9. Make recommendation based on the overall findings and in line with the contribution of the leadership intervention to the overall sustainability of the CHIP programme. Methodology The support will take combination of expertise with technical assistance spread over a period of 9 months and grouped into phase 1: assessment, planning and delivering (53 days) and planning and Phase 2: carrying out mentorship to the PIU (25 days - including three onsite visits Team composition and requirements Three Consultants will be required on the team. The consultants and the person specification are as follows: A. International MC Technical Assistants The Tasks to the performed by the MC TA support will be as follows: ο‚· Review of the process and tools/ instrument developed for the stages of the intervention in the: assessment, planning and mentoring support ο‚· Provide recommendations for the improvement of the process, tools and performance the stages of the intervention Malaria Consortium RFP Page 4 of 20 The Specification/Selection will be as decided by the MC/ UK office. Provide oversight technical support and to the Lead Regional/Snr Nat Consultant who will lead the leadership intervention support in Niger State. B. Lead_ Regional/ Senior National Consultant (Public Health Leadership and Institutional capacity strengthening) The Tasks 1. A postgraduate degree in public health, management, or social sciences. 2. At least ten (10) years- experience in application of capacity building approaches for effective leadership; additional leadership training qualification will be an advantage. 3. Demonstrable experience in design, and institutionalisation of effective leadership structure and functions within government health system. 4. Demonstrable ability to interact at management and policy level in the health sector to achieve desired results. 5. Demonstrable ability and experience to lead and manage team of health experts, for efficient performance of assigned task tasks. 6. Leadership attributes, facilitation skills, and a team player with respect for timelines. 7. Report writing skills, with proficiency in the use of MS office (Word, PowerPoint, Excel). C. Snr National Consultant- (Leadership Planning, Training and Mentoring) training -) 1. A postgraduate degree in public health, management, Statistics, or social sciences. 2.
