  • Expression of Interest are invited for Impact Evaluation of the Sterling Women and Youths in Agriculture Finance (SWAY-AgFin). The World Banks Africa Gender Innovation Lab (GIL) is conducting a randomized controlled trial (RCT) impact evaluation study to investigate the effect of the Sterling Women and Youths in Agriculture Finance (SWAY-AgFin) program. The program aims to provide loans to youth and women who are involved in the agriculture value chain to increase their productivity. The World Bank Africa Gender Innovation Lab (GIL) is designing an RCT evaluation that seeks to assess the effect of the SWAY-AgFin on farmers, especially female farmers. Across sub-Saharan Africa, female smallholders agricultural output and productivity lag behind their male counterparts. Some of the reasons underlying this gap include, but are not limited to, limited cultivation of cash crops, labor availability, land tenure, the greater share of domestic responsibilities performed by women, restrictive norms, low access to extension services and fertilizers, and access to finance. In this light, offering loans and additional interventions, such as targeted land lease and labor credit, and socio-economic skills to lessen gender-restrictive norms could potentially help increase agricultural productivity for men and women managing crop production. The evaluation will measure the impact of the program, as well as the impact of add-on interventions on the program. The added interventions include a land lease credit, top-up credit on labor, and socio-emotional skills training. As part of this rigorous evaluation of this intervention, GIL is looking for a qualified contractor to conduct a baseline survey of the study that will cover both the program beneficiaries and a comparison group. Approximately 4,000 farmers will be surveyed across the states of Kano and Kaduna in the North West, Oyo, Ondo, and Ogun state in the South West, and in the South East, the state of Enugu. The survey will include modules such as household socio-economic characteristics, labor and employment, housing conditions and asset ownership, time use, intra-household decision-making, socio-emotional skills, agriculture module including farmland measurement, inputs use, labor use, farm output, cropping system and market participation, and participation in commodity, saving and community groups and cooperatives. Working under the supervision of the World Bank, the selected firm will be expected to: (i) pilot questionnaires, edit them as needed, translate and back-translate them, and program them into a CAPI software (ii) develop a high-quality system of data collection; (iii) hire, contract, and pay interviewers, supervisors, data editors and back checkers; (iv) collect data from respondents in the sample provided by the GIL research team using tablets; (v) organize field visits, high-frequency checks of the incoming data, and regular questionnaire backchecks throughout the duration of the survey to ensure the quality of data collected; (vi) deliver raw data to the GIL research team every 3 days throughout the data collection period, in a format compatible with STATA; (vii) deliver a report on the overall progress of the data collection, data compilation, backup methods and data processing, and a final clean STATA-compatible dataset. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) experience in electronic data collection; (ii) experience in data collection on agricultural outcomes; (iii) experience administering questionnaires to farmers including women farmers; (iv) experience and ability to manage logistics, as well as the required equipment and staff necessary to carry out the survey; (v) experience in creating and managing databases; (vi) experience conducting large-scale surveys in Nigeria, and especially Northern Nigeria; (vii) ability to begin this work as soon as possible. The expression of interest may include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The description of similar assignments should include precise information on sample sizes and type of data collected (quantitative or qualitative, indicators included, etc.).
