- Prequalifications are invited for Fund for Regional Stabilization and Development in Fragile Regions within Ecowas Member States – Consulting Services for the Project Implementation. The Project concerns the establishment and management of the “Fund for Regional Stabilization and Development in fragile regions within ECOWAS Member States”. In its first phase the fund is designed as an open programme with an independent Fund Management Unit (FMU). The tender concerns the acquisition of a consultant for project implementation who will have the main and final responsibility for the day-to-day operational management of the Project (including procurement, disbursements and signing contracts with implementing partners). Requested Services: The Consultant’s main tasks comprise: Conduct a final review of the Operations Manual; Provide on the job trainings for relevant ECOWAS staff and national implementing partners in the intervention countries Develop the Environmental and Social Management Framework (ESMF) for approval by KfW and supervise its implementation; Elaborate a specific Peace and Conflict Assessment (PCA) for each selected intervention country; Supervise the compliance of the national implementing partners with the Operations Manual (e.g. procurement, quality of technical design studies, supervision of works, accounting); Provide No-Objection to key activities by the national implementing partners as defined in the Operations Manual; Develop a financial management and accounting system in line with KfW requirements; Administer the disbursement system (e.g. ensure liquidity, execute disbursements); Develop and implement a monitoring and evaluation system for the Project (including a Remote Monitoring System); Coordinate the logistical preparation of the Steering and Technical Boards meetings; Elaborate regular progress reports as defined in the Operations Manual.
