  • Tenders are invited for Engagement for Mobile App Development (E-Voucher Application) for Demand Side Financing (Third Party E-Voucher Software Provider). HIV Self Testing Africa (STAR), a catalytic project, aims to create an enabling environment for HIVST scale-up in Nigeria and introduce innovative HIV self-testing (HIVST) service delivery models in the public and private sectors that will increase uptake of HIVST and linkage to services. STAR is UNITAID-funded 18-month catalytic project (January 2021-July 2022) in two phases and implemented by Jhpiego Nigeria (an affiliate of John Hopkins University). The first phase was recently concluded in December 2021 while the second phase will commence in January 2022 with focus on private sector HIVST distribution model- informal providers i.e. community pharmacist (CP) and Patent Medicine Vendor (PMV). This phase will last for seven months (January-July 2022). Jhpiego through its project- STAR intends to work with partners and key stakeholders to scale up implementation through the private sector in Lagos, Akwa Ibom, Rivers and FCT. This is expected to entrench HIVST in the private sector and stimulate the total market approach (TMA) approach to HIVST in Nigeria using a Market Development Approach. The private sector is estimated to cater for the health needs of over 60% of the Nigerian population and will greatly circumvent the testing barriers encountered with existing channels through mainstreaming HIVST in the private sector. The Demand Side Financing (DSF) phase for HIVST envisages a shift in the free market, public sector model and will be beneficial to improving HIV case finding among the under-served populations in Nigeria while stimulating the private sector to further invest in HIVST for sustainable response. With funding from Unitaid, STAR will catalyze long term investment by private sector informal providers towards a sustainable HIVST programming to ending the epidemic in Nigeria. Through this initial investment, a total of 90,000 clients visiting participating PMV and CPs will receive one-off (“one client, one kit”) HIVST kits in exchange with unique e-voucher, enhancing provider customer loyalty and demand creation strategies. This initial investment will allow re- stocking/replenishment of additional HIVST kits by these PMV/CPs, leading to a sustained procurement pipeline, manufacturer price reduction, increased country-wide availability and affordable HIVST commodity market in Nigeria. Interested and eligible organizations with adequate capacity to provide this service are invited to bid. E-mail requests for bid documents should have subject written as “MOB.LE APP DEVELOPMENT-JHPIEGO”. All requests for bid documents should be sent via email provided between 18 to 25 January, 2022. Bid documents will no longer be shared with interested vendors after the cut-off date. Afterwards, all completed bid and quotation should be sent only in hard copy (no email submissions, otherwise bid would be rejected) and duly registered at the front desk of Jhpiego office in Abuja.
