• Description:
• Expression of Interest are invited for Engagement of a Consultant to Support the MMSD in Developing and Implementing a Strategy to Revive the Tin Industry in Nigeria and Develop the Barite Industry in Nigeria. The primary objective of this advisory work is to advise and assist the Ministry of Mines and Steel Development (MMSD) to: (a) Prepare and implement a detailed strategy to revive the tin industry in Nigeria to have a competitive and sustainable supply chain and market for tin through a strong focus on the following: (i) Upstream and downstream integration. (ii) Clusters of geology-mining-mineral processing-smelter and downstream manufacturing industries. (b) Develop the Barite industry in Nigeria through a strong focus on the following: (i) Upstream and downstream development of the selected indigenous Nigerian barite mining and milling companies. (ii) Examine the selected indigenous barite mining and milling companies that can be nurtured. (iii) Assist in implementing a program that should consider a range of support mechanisms to the selected companies, including on-site business advice, professional services assistance, and connections with strategic partners, and mentoring to produce successful and financially viable firms that can survive on their own and adequately supply quality barite to the Oil and Gas Industry; (iv) Assist the selected indigenous Barite mining and milling company to develop a sound environmental and social management system including a community development plan. The adviser is expected to carry out the following tasks in collaboration with the MMSD and the relevant departments and agencies: Tin Industry: • Situation Analysis • Strategy Preparation • Strategy Implementation Barite Industry: • Due Diligence Audit and Situation Analysis • Business Plan Development • Strategy Implementation The shortlisting criteria are: (i) General listing of project experiences for the last ten years, including the completed and the on-going projects and their value. (ii) Specific description of the similar assignments in the last ten years (Please include verifiable evidence of work done e.g. Job Completion Certificate, Letter of Award of contract, etc.) (iii) Specific experience in countries with similar conditions as Nigeria (iv) The firm Organisation structure, i.e. human resources, adequacy of the staff to perform the components of the technical task. (Permanent and Management Staff are evaluated here) For each project performed the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount.
