• Description:
• Expression of Interest are invited for Development of GIS/LIS (Land Information System) for All Project Sites in The Catchment Area Interested and Competent Contractors, Suppliers and Service Providers/Consultants wishing to carry out any of the Projects listed under the above Three (3) categories are required to submit the following documents in their Technical bids/Proposals: Failure to fulfil any of the under listed requirement will render a bid disqualified. (i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 & 7. Business Name is acceptable for services; (ii) Evidence of Company-s income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years (2018, 2019 & 2020); valid till 31 December, 2021; with a minimum turnover for each project, as specified in the Bidding Document; (iii) Evidence of current Pension Clearance Certificate valid till 31 December, 2021; (iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2021; (v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2021; (vi) Evidence of Registration on the National Data Base of Federal Contractors, Consultants and Service Providers by Submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP; (vii) Sworn Affidavit disclosing whether or not any officer of the relevant committees of Lower Benue River Basin Development Authority, Makurdi or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; (viii) Company-s Audited Accounts for the last three (3) years (2018, 2019 & 2020); (ix) Reference Letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facilities for the execution of the project when needed; (x) Company-s Profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, SURCON etc.). (xi) Verifiable documentary evidence of at least of three (3) similar works executed in the last five (5) years including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the Projects; (xii) Works: List of Plants/Equipment with proof of Ownership/Lease; (xiii) Consultancy Service: Evidence of Firm-s current registration with the relevant regulatory professional body(ies); (xiv) For ICT: Evidence of Registration with National Information Technology Development Agency (NITDA) and Computer Professionals Registration Council of Nigeria; (xv) For Equipment: Letter of Authorization from Original Equipment Manufacturers (OEMs); (xvi) For Joint Ventures/Partnership, Memorandum of Understanding (MoU) should be provided (Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner); and (xvii) All documents for submission must be transmitted with a covering/forwarding letter under the company/firm-s letter headed paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.) and e-mail address. The letter headed papers must bear the names and nationalities of the Directors of the companies at the bottoms of the page duly signed by the authorized officer of the firm. NOTE: All documents/Information required must be paginated, submitted in the sequence/order as listed above. General Information: (i) Bids and Expression of Interest (EoI) must be in English Language and signed by an official authorised by the bidder. (ii) Bids and Expression of Interest (EoI) submitted after the deadline for submission would be returned unopened (iii) Bidders should not bid for more than two (2) Lots. (iv) All participating Companies are advised to submit an active email address and GSM number for communication purpose only. (v) Due diligence shall be conducted on recommended bidders before the award of the Contract; (vi) Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency and shall be made available to bidders upon request; (vii) Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services); (viii) Goods & Works: Only pre-qualified bidders from technical evaluation will be invited at a later date for financial bids opening while financial bids of unsuccessful bidders will be returned unopened. (ix) Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals; (x) All costs will be borne by the bidders as the Authority will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation. (xi) The Lower Benue River Basin Development Authority, Makurdi is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
