• Description:
• Tenders are invited for Design and Development of Community Solar Powered Cold Storage Facility in Boundary Communities of North Silage Pit and Hay Barns Interested and competent companies/firms wishing to carry out the projects are required to submit their company profiles which shall include the following: a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 b. Evidence of filling company annual returns to CAC for year 2021; c. Evidence of Company-s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years (2019, 2020 and 2021) valid till 31st December 2022 d. Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above). e. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder-s annual turnover is N50m and above); f. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022; g. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP; h. Company-s Audited Accounts for the last three years (2019, 2020, 2021) duly acknowledged by the Federal Inland Revenue Service (FIRS); i. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed; j. Sworn affidavit • disclosing whether or not any officer of the relevant committees of the Nigerian Institute of Animal Science or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; • That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter. • That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding • That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months. Note: Affidavit submitted must be deposed to as described and properly addressed to Nigerian Institute of Animal Science. k. Company resume, including profile of at least three (3) key technical staff with the required skills/experience to be deployed for the execution of the projects. They must be registered Animal Scientist, (RAS), with current Annual Practicing Licensing (APL) for A1 to A4: COREN, CORBON, ARCON etc for A1-5 l. Works: List of Plants/Equipment with proof of Ownership/Lease agreement; m. Verifiable documentary evidence of at least Five (5) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects; n. For supply of equipment: Letter of Authorization as representative of the Original Equipment Manufacturer (OEMs) o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner); p. All documents for submission must be submitted with a Covering/Forwarding letter under the Company-s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm. Interested companies are to collect the standard bidding document (SBD) from the procurement office on evidence of payment of a non-refundable tender fee of N10,000.00 per lot, paid into Nigerian Institute of Animal Science (NIAS) REMITA account in any reputable commercial Bank in Nigeria. The payment should be made in favour of the FGB-Nigerian Institute of Animal Science through the remita e-collection platform 1000073094. Interested firms are to submit copies of documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope clearly indicating the project name, lot number and addressed to Registrar/Chief Executive Officer Attention: The Head of Procurement Unit: Nigerian Institute of Animal Science Plot 1882, Cadastral Zone C13 Okanje District, Kabusa, Abuja. Furthermore, the reverse of each sealed envelope should bear the company-s name and address of the prospective bidder. The documents should be deposited in the tender tamper Box bat the procurement unit, Nigerian Institute of Animal Science, Plot 1882, Cadastral Zone C13 Okanje District, Kabusa, Abuja. Within the working hour of 9am - 4pm, Monday - Friday. The deadline for the submission is 12:00 noon Monday, 31st October, 2022. Note: a) Bids must be in English Language and signed by an official authorized by the bidders b) Bids/EOI submitted after the deadline for submission would be returned unopened; c) Contractors who have on-going or uncompleted project and those who have worked for Nigerian Institute of Animal Science and have history of poor performance, abandonment, termination, and/or prolonged contract execution period need not apply d) All documents must be properly bound, numbered and duly signed (on each page) with a well arranged table of content; e) Attendees at the bids opening shall be required to wash hands, use hand sanitizer, wear mask and observe physical distancing. The Bids Opening will recovered by video recording and invitation link will be sent to bidders who choose to join the bid opening online. f) Standard Bidding Documents can also be collected in soft copies and bidders can submit through post (courier services) g) Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened; h) Bid documents that are not clearly photocopied will be disqualified, i) The Nigerian Institute of Animal Science shall verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary; j) Deviation from the requirements of this advertisement shall lead to disqualification; k) Bidders are prohibited from bidding for more than one (1) lot.
