  • Expression of Interest are invited for Consultancy Services for Establishment of Program Baseline Data SCOPE AND TASK OF THE CONSULTANT-S ASSIGNMENT This assignment which covers all the program components of IBSDLEIP in Water, Sanitation and Hygiene, Primary Health Care and community Nutrition, Basic Education, employment creation and micro enterprises in Agric-businesses shall be undertaken in North East States of Adamawa, Bauchi, Borno, Gombe and Taraba and is expected to be undertaken in five months from contract effectiveness. The Consultant will carry out the following activities independently but under the supervision and guidance of the National WASH Coordinator for FMWR- AfDB funded IBSDLEIP and in close consultation with other major stakeholders; (a) Design a baseline data framework that will be consistence and useful to address the impact evaluation activity at the end of the program. The study design will include; I. A write-up on the background of the interventions II. The list of baselines questions to be addressed in the context of the available data and expected program outputs as related to all program-s components. III. A review of the existing relevant evidence/literature/policy document in the relevant areas of the baselines/ inventory (WASH and relevant sector studies in Nigeria, etc.) as well as other intervention program in the North East. IV. A conceptualization of the data collection tools and software, design and analysis to establish baseline figure. (b) Continuous consultation with line Ministries, Departments and Agencies (MDAs) and other stakeholders: the line ministries include Ministries of Health, Labour and Productivity, Agriculture, Education, Environment, Women Affairs, Water Resources, selected beneficiaries LGAs and Communities (c) Develop appropriate survey instruments to collect baseline data. (d) Identify and develop appropriate technology and verifiable open software for baseline data collection, discuss and agree with client (e) Conduct baseline data collection as a fulcrum to the Impact Evaluation at the end of the program, as may be necessary. I. Harmonize available State-s baseline studies data with 2019 WASH-NORM, supplement it with fresh data if necessary to address the gaps, produce a comprehensive baseline report for the program as well as Nigeria Demographic and Health Survey 2018, Nigeria Education Data Survey 2015 and the North East Recovery and Peace Building Assessment (RPBA) carried out by the Office of the Vice-President in collaboration with the six North East State Governments in the region, the World Bank, UN and the EU. II. Relevant existing administrative records (e.g. water, hygiene and sanitation, health, education and agriculture) will be collected. Reports, program documents and interviews with program team members will provide the necessary process and context information. The consultant will include data collection costs in the five states in the financial proposal and will be responsible for managing that budget. III. Collect and review any existing program-s intervention in the North East having outputs and outcomes as similar to the program. IV. The baseline be done against Program-s log frame as contained in the Program Appraisal Report (PAR) which shall be made available for this assignment. (f) Produce one full baseline report (to be preceded with inception and draft final report) consolidating the findings from all the five states (g) Submit for review to the client FMWR/AfDB draft and final reports and work on reviewers- comments. (h) Organize a-day baseline data validation workshop in one of the beneficiary states headquarter with representation of all the key stakeholders in the workshop (i) Mentor and build capacity of five selected BSc/MSc. students on baseline data collection (j) The Federal Ministry of Water Resources now invites Expression of Interest (EOI) and information from suitable consultants that will provide the services to the FMWR and ensure a successful establishment of Baseline Data and information for the IBSDLEIP in the North East Nigeria. Interested Consultants must provide information indicating that they are qualified to perform the assignment (Brochures, description and experience of similar assignments, availability of appropriate skills among staff, etc.) Specifically, Consultants are to provide the following information: I. A full company profile, with all details (Address, contact person, Phone numbers, e-mail) II. General Organizational capability and resources (staffing, years of experience) III. Evidence of company executed relevant assignments IV. Evidence of intended Joint Venture partnership agreements where Consultants intend to associate (k) Eligibility criteria and the selection procedure shall be in accordance with the African Development Bank-s β€œProcurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015, which is available on the Bank- website at http://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy/ (l) Interested consultants may obtain further information at the address stated below during office hours 08:00-17:00 (WCA Time).
