• Tenders are invited for Consultancy Services of Data Migration & Integration for Selected Federal Government Agencies under the National Asset Register for 17 Mdas The general public may wish to be guided that all procurement activities of the Ministry shall be fully governed by the Public Procurement Act (PPA) 2007 and the recent Federal Government Executive order on transparency and support for local content in public procurement whereby prospective bidders should submit the following minimum eligibility criteria: I. A forwarding letter signed by company representatives starting the Corporate Affairs registration number at the top and names of all Directors at the bottom clearly specifying area of competence and interested category and lot. II. Evidence of Certificate of Incorporation/registration with Corporate Affairs Commission (CAC) including forms CAC2 and CAC7 III. Evidence of Tax clearance Certificate for the last (3) years (2019,2020,2021) expiring 31st December, 2022; IV. Current clearance certificate from National pension Commission (PENCOM) as evidence of compliance with pension Reform Act, 2004 (as amended) valid till 31st December, 2022; V. Current evidence of contribution to the Industrial Training Fund (ITF) Amendment act, 2011 certificate, valid till December, 31, 2022; VI. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022; VII. Evidence of Registration on the National Database of Federal Contractors, Vendors and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP; VIII. For category IX. Unabridged company Audited Annual Report for the immediate past (3) years (2019, 2020, and 2021). Turnover in Audited Annual Report must be the same in Tax Clearance Certificate otherwise the company shall be disqualified. Three years average minimum turnover of seventy million naira (N70,000) for works and twenty (N20,000) for Goods X. A sworn affidavit that no partner/director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents are both GENUINE AND UP TO DATE; SERVICES XI. Sworn affidavit disclosing whether or not any officer of the relevant committees of the FMFBNP or (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; XII. Evidence of experience in previous three (3) jobs of similar nature and complexities including award letters and completion certificates in the area of the particular assignment in the immediate past two (2) years; XIII. Evidence of access to or availability of credit facilities, confirmed by a reputable bank; XIV. Company profiles indicating jobs in the last 5 years and CVs of key professional including photograph of relevant academic and professional qualifications with attestation of availability and contact phone numbers (evidence of firm and personnel registrations with relevant regulatory/professional bodies); XV. Evidence of registration with NITDA; XVI. Firms submitting as Joint Ventures (JVs) should include Memorandum of Understanding (MOU) indicating the responsibility and duites of the Individual firms constituting the JV as well as Names and Skills of key staff under each company in the JV such that an informed judgment on the firm-s capacity in terms of Permanent or Borrowed Personnel can be determined. A non-refundable tender fee of Ten Thousand Naira (N10, 000.00) is payable by all bidders into the Federal Government Single Treasury Account (TSA) (Federal Ministry of Finance, Budget & National Planning) for Works and Goods projects only. No fee for Consultancy services projects. Note: I. The Ministry may verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false, in addition to other sanctions that may be deemed necessary. II. Bidders who have worked for the Ministry and have History of poor performance, abandonment or prolonged contract execution period need not apply; III. All costs incurred in responding to this advert shall be borne solely by the Bidders; IV. All Bidders are allowed to bid for only One (1) lot maximum; V. All submission pages must be duly initialed by an authorized staff of the Company: VI. Services: Only shortlisted bidders at EOI-s evaluation will be contacted at a later date for collection of Request for Proposals VII. Non-Compliance to the instructions will lead to disqualification. VIII. Bid document(s) submitted late shall be rejected IX. The advertisement shall not be construed to be a commitment on the part of the Federal Ministry of Finance, Budget & National Planning nor shall it entitle the applicant to make any claim(s) whatsoever and /or seek any indemnity from Federal Ministry of Finance, Budget & National Planning by virtue of such applicant having responded to this advertisement.
