- Expression of Interest are invited for Consultancy Services; Baseline Study under the Nigeria Erosion and Watershed) Management Project (Newmap) in Ondo State. The Federal Government of Nigeria has received credit from the International Development Association (IDA) to finance the cost of implementing Nigeria Erosion and Watershed Management Project (NEWMAP). Ondo State Government is one of the beneficiaries of the credit facility. The Project Development Objective is to rehabilitate degraded lands and reduce longer-term erosion vulnerability in targeted sub-watersheds. Ondo State Nigeria Erosion and Watershed Management project intends to apply part of the proceeds of this credit for consultancy services on Baseline Study. Ondo State Nigeria Erosion and Watershed Management Project now invites eligible consulting firms to indicate their interest in providing the services. Interested Firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience and evidence (s) of similar assignment (s) carried out in the past especially with relevant references to NEWMAP, availability of appropriate staff, etc) THE SERVICE REQUIRED IS AS FOLLOWS: Conduct a comprehensive Monitoring and Evaluation Baseline study for the targeted intervention sites to establish their socio-economic and Biophysical status. OBJECTIVE: The principal objective of the assignment is to conduct a comprehensive socio-economic and biophysical baseline study for M & E system of Ondo State NEWMAP covering the following catchments and sub-catchment around the Twenty Four (24) intervention sites listed below (1) Ilotin 1& 2 RCCG Ijoka, Akure (2) Orisunmibare, Ijoka Street, Akure ( 3) Four (4) Culverts across Oto River (4) OlisipeIfesowapo Street Ijigba III ( 5) Oloruntedo/Ijigba Zone DI, Oda Road Akure (6) Ehin Ala Adegbola Area, Akure ( 7) Imikan, Idanre (8) Methodist High School Idanre (9) Ibule, Araromi Street near St. Paul’s RCM Pri. Sch, Ibule (10) Ayelabola Streer, Ipogun (11) Odede Street, by ile Ojunla, Igbara-Oke (12) Isua I Gully site, Isua Akoko (13) Isua II Gully site, near Isua High School, Isua Akoko (14) Agbokiri Road, lkare Akoko (15) Ogbagi Site, Ogbagi Akoko (16) Okusa Street, Akungba Town (17) Obasekola Street, Owo (18) Egor-Igbanasa-GRA, Owo (19) Ogunmowola Street,Enere Road, EhinOgbe (20) Festus Adetula Street (21) Ayeka Okitipupa (22) Ayeka-Sabomi road, Ode Irele (23) Oladunni street behind Govt, field. Ore (24) Adesunkojo Street – River Jordan RESPONSIBILITY: To conduct a comprehensive socio-economic baseline study that will include household and community level studies. The biophysical baseline study will require appropriate technical expertise: this includes a topographical survey to establish the geometric properties of the site gullies and floodplains and the establishment of monitoring station beacons and benchmarks for uniform reference and comparisons throughout the project life cycle. It is important that the physical dimensions of die gullies are monitored to have a clear idea of their expansion characteristics. Developing of Monitoring and Evaluation Plan The consultant will process biophysical data. All documentation related to this task must be transmitted to the SPMU for onward transmission. To additionally provide technical support to the SPMU related to project monitoring and evaluation and development of indicators for project monitor and evaluation under this assignment. MINIMUM QUALIFICATION AND EXPERIENCE The Shortlisting criteria are: (a) General Experience of consulting firm. (b) Adequacy for the assignment: Consultants’ Educational and Professional Qualifications in the field of Assignment. Relevant experience of the team in Technical areas cited in the scope of work and number of staff exclusively available for the assignment. Experience of working within the state or geographical zone is desirable. Local language skills are preferable. (c) Familiarity and evidence of delivering similar programs in watershed/environment sector or similar sector especially in NWEMAP States. (d) Quality of proposal demonstrating deep understanding of objectives, competencies and coherence of response to the assignment. The study is expected to be conducted by a consultancy firm, with personnel possessing requisite qualification and experience in conducting baseline studies. Each member of the team should have, at least a minimum of advance degree and 3 years post-qualification experience. Team Leader, Systems Expert, Institutional Development Specialist/Sociologist, Agricultural & Soil Conservation Expert, Hydrologist, Statistician, Capacity Building Expert, Livelihood Expert, GIS/Remote Sensing Expert Documentation Specialist, Field Officers. In addition, the consultancy firm should have an M & E specialist that works with the team on designing the questionnaire form and reviewing the collected information for quality and consistency. SELECTING OF CONSULTANT A consulting firm will be selected using Consultant Qualification (CQS) Method and in accordance with the procedures set out in Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits by World Bank Borrowers (January 2011 & revised July 2014) (“Consultant Guidelines”), Interested consulting firms may obtain further information at the address below during office hours 0909 to 1600 hours Monday through Friday except public holidays.
