- Expression of Interest are invited for Consultancy Service for Development of Asset Management Plan for Ibadan Urban Flood Management Project in the City of Ibadan, Oyo State The Firm is required to perform the following tasks to achieve the overall goal for this assignment Task 1: Develop a digital GIS inventory of all structural flood control developed under the IUFMP, including location, dimensions, images, condition, maintenance needs and proposed schedule of action. Task 2: Development of financial strategy to ensure sufficient funds are available to support timely asset renewal, additions and initial cost, along with maintenance of current service levels through performance indicators. Task 3: Development of Financial and Technical Plans to minimize lifecycle costs for the infrastructure and identify the financial investment required per year for each asset over the long term, including any larger than normal expenditures to meet the requirements of the technical plan. Task 4: Risk Assessment: All assets shall be analyzed and documented for their acceptable risk tolerance. Task 5: Standard Operating Procedures for Operation and Maintenance for both structural and non-structural assets. Task 6: Final report with summary of activities and recommendations to further enhance the overall asset management system of Oyo State. Objectives of the Consultancy Assignment The specific objectives of the assignment are but not limited to the following: • To assist in the development of Flood Control Asset Management Plan • To develop an implementation strategy of Asset Management Plan • Develop guidelines/checklists/templates for assets monitoring and reporting • Produce digitized asset data inventory mapping including location, conditions, mapping and management needs. This will be integrated into the GIS platform. • Provide the most effective investment in maintenance that will ensure the City keeps its assets in good condition • To suggest maintenance and improvement to existing assets be integrated with the existing asset base • Provide recommendations and best practices on asset management systems including operations and maintenance for flood control asset that have been adopted in other similar countries • To propose an institutional coordination mechanism between relevant stakeholders • To propose alternative sources of funding including cost recovery options based on the proposed phased approach outlined under the Flood Risk and Drainage Master plan
