- Expression of Interest are invited for Construction and Installation of All-in-One Solar Panel across some Lgas in North East Zone Interested bidders are requested to collect Standard Bidding Document (SBO) from the procurement unit of Institute, KM 3, Asa Dam Road, Ilorin between the working hours of 8:30am to 4:30pm daily on payment of a non-refundable tender fee of N10, 000.00 payable to Nigerian Stored Products Research Institute Remita through Remita platform of Federal Government of Nigeria: 021505000100 with GIFMIS code: 1000256976. And if there is any error in the process of generating Remita Retrieval Reference (RRR) number, contact the account department of the institute. Submission: Prospective bidders shall submit completed Technical and Financial bids in two (2) separate envelopes, clearly marked “Technical Bid” or “Financial Bid” respectively with company name and address indicated at the back of each of the envelope. The Two envelopes bids should be enclosed in one larger envelope and make as “Technical and Financial Bids” clearly stating the project title and the lot number and addressed to: The Executive Director, Nigerian Stored Products Research Institute (NSPRI) KM 3, Asa Dam Road, Ilorin, Kwara state. And drop the envelope into the designated tender box at the procurement unit of the institute during working hours and not later than 12:00 noon Thursday, 2nd March, 2023. Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon Thursday, 2nd March, 2023, at Olori Adesida Hall of the Institute at KM 3, Asa Dam Road, Ilorin in the presence of observers, Bidders or their Representatives while the financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission register in the procurement unit, as the Institute will not be held liable for misplaced or wrongly submitted bids. Note: a. Bids must be in English Language and signed by an official authorised by the bidder. b. Bids submitted after the deadline for submission would be returned un-opened: c. All cost will be borne by the bidders: d. Arrangement of Technical Documents in hard copies should follow the order in the list above and appropriately paged. The technical documents should have a table of content indicating the pages, which these items are to be found. Failure to comply with this directive will result in disqualification of the bidders. e. Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened; f. Nigerian Stored Products Research institute (NSPRI) is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007. Eligibility: Prospective bidders should submit the following documents: i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 or business name in case of services; ii. Evidence of Company-s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners in case of services) for the last three (3) years valid till 31st December 2023 with minimum average annual turnover of N50 million for works, and N30 million for Goods & services iii. Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above). iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder-s annual turnover is N50m and above); v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022; vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP; vii. Sworn affidavit • disclosing whether or not any officer of the relevant committees of the Nigerian Stored Product Research Institute or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; • That no director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsifications of fact relating to any matter. • That company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceeding. viii. Company-s Audited Accounts for the last three years (2019, 2020, 2021) duly acknowledged by the Federal Inland Revenue Service (FIRS); ix. Reference letter addressed to the Chief Register, National Industrial Court of Nigeria, Abuja from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed x. Company-s profile with the curriculum Vitae and including copies of academics/professional qualifications xi. Consultancy services: Evidence of firms- registration with relevant regulatory professional body(ies) such as accreditation issued by Centre for Management Services Agency (NEMSA); xii. Electricity Job: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA) xiii. For Supply of Equipment: Letter of Authorization from the original Equipment Manufacturer (OEMs); xiv. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects; xv. All documents for submission must be submitted with a Covering/Forwarding letter under the Company-s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
