  • Expression of Interest are invited for Conduct Endline Evaluation for Project Titled β€œYouth Empowerment through Skill Development (Yestd) for Sos Children-S Village The selected locations of the Job Centres and Skills Acquisition Centres are: Edo Central 1. Skills Acquisition Centre, Uromi 2. Skills Acquisition Centre, Irrua 3. Job Centre: Esan North East LGA, Uromi (Office Spaces for future job centre) Edo South 1. Skills Acquisition Centre, Udo 2 Skills Acquisition Centre, Usen 3. Job Centre: Edo State Polytechnic, Usen (premises for future job centre) Edo North 1. Skills Acquisition Centre, Agbede 2. Job Centre: Etsako West LGA, Auchi (Office Spaces for future job centre) The end-line evaluation is to be carried out in Edo South, Edo Central, and Edo North. Also, the study is expected to carry out an evaluation of key Advocacy made in the course of implementing this project. The project objective is that: i. Supply of labour via TVET system support. ii. Matching in the labour market via active labour market measures Profile of the consultant/agency β€’ Proven competency and experience in feasibility studies, needs assessment, monitoring, evaluation, and impact assessments. β€’ Experience in data analysis or data visualization. β€’ Experience analyzing data for social evaluation and analyzing data from social monitoring systems, monitoring and evaluation work, or other survey work. β€’ Ability to synthesize large amounts of information to identify underlying trends and patterns. β€’ Demonstrated ability to translate between data/science/technology and international development. β€’ Proven familiarity and expertise with analytical techniques and modeling of complex systems. β€’ Demonstrated experience documenting processes and/or writing scientific research articles. β€’ A good understanding of development work and partnerships. β€’ Good facilitation and interpersonal skills β€’ Proven experience in data collection and evaluation studies methods. β€’ Strong skills in coordinating teamwork. β€’ Strong analytical and conceptual skills. β€’ Excellent writing and communication skills. β€’ Ability to transfer complex concepts/ideas into practical and simple language. β€’ Good understanding of the target locations APPLICATION PROCEDURE Interested candidates and/or institutions are requested to submit β€’ A Curriculum Vitae/Company Profile β€’ Detailed Technical and Financial Proposal β€’ Letter of interest The objective of the project is to document the impact of the project by determining the quantitative and qualitative information on the current status of our target group after the project implementation and ascertain the impact the project intervention had in its target group. The specific objectives of the evaluation are: β€’ To assess the impact and effectiveness of the activities implemented in the project Youth Empowerment through Skill Development (YESTD). β€’ To evaluate the efficiency of the project in relation to beneficiaries, cost and timeframe of the project. β€’ To assess the current figures of the Objectively Verifiable Indicators as found in the impact matrix. β€’ To assess the sustainability of the project (institutional, social, financial, etc.) β€’ To make recommendations for improving future interventions The desired results of the evaluation are: β€’ To document the impact of the project with special emphasis on the impact the project has had on young people and youths. β€’ To provide commentary on the overall project design, the intervention logic and an analysis of the strategy and methodology used in the project. β€’ To critically examine the impact matrix and verifiable indicators found in the original proposal and provide post-project figures along with a narrative explaining the reasons for under/over performance achievement. β€’ To conclude, make recommendations and state lessons learned for future strategy and improvements in the implementation of the project. β€’ To provide commentary on the current political, social, and cultural factors influencing the implementation of the project. β€’ To document the communities/stakeholders- attitudes toward the project. Key stakeholders are: β€’ Direct and indirect beneficiaries β€’ Project team β€’ Project partners, community members, local partners, and main stakeholders. β€’ Project management team Key users of evaluations results are: β€’ Project level: Project team and implementing partners β€’ Management level: National Director (ND), DND, PDM, FDM, FCM, HROOM, RPMs, HIPD, HPMEL. etc. β€’ Regional level: SOS International Office Region (IOR). β€’ Global level: SOS international (10), project donor and SOS-KinderdΓΆrfer weltweit β€’ The results of this evaluation will also form part of key lessons learned in implementing other projects
