• Expression of Interest are invited for Capacity Building for Special Prosecution Team (Prosecutors, Investigations and Judiciary) on Sexual Gender Based Violence Interested bidders should submit the following documents: a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7. Business Name is acceptable for Services: b. Evidence of filing of Company-s current Annual Returns to CAC; c. Evidence of Company-s Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31″ December, 2022; d. Evidence of Pension Clearance Certificate valid till 31st December, 2022 e. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 Clearance Certificate; f. Evidence of Nigeria Social Insurance Trust Fund (NSITF) valid till 31 December, 2022; g. Evidence of Registration on the BPP-s National Database of Federal Contractors, Consultants and Service Providers by submission of a valid Certificate of Registration or Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP h. Detailed Company-s Audited Accounts for the last three (3) years-2019, 2020 & 2021, duly stamped by the Federal Inland Revenue Service (FIRS). i. A Sworn Affidavit: • disclosing whether or not any officer of the relevant Committees of the Federal Ministry of Justice or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars • that no Partner/Director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter • that the company does not at the time of this bidding period has any existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performing, bad or whose repayment portion has been outstanding for the last three months ADDITIONAL REQUIREMENTS a. For LOT 1 only, the publisher must have i. Modern day printing facilities that feature technological and digital programs with professional competence to handle legal information, analyze and finalize raw judgments into resounding law reports, ii. Law professionals who are vast in the areas of Judgment analysis, formulation of judgment ratio, editorial setting of judgments and summarizing judgments with head notes to fit into law report publications, and iii. Bidders Experience Evidence of similar jobs with three (3) letters of awards and Valuation Certificate/Job Completion Certificates and photographs in the last three (3) years (2019 to date): c. Financial Capacity Reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to fund the project if awarded; d. Registration with Professional Bodies in case of Consultancy Services Evidence of registration with relevant regulatory professional body(ies) such as NITDA & CPN for ICT; e. Manpower Company-s Profile with Curriculum Vitae of Key personnel including copies of their Academic/Professional Qualifications; f. For Supply of Computers/Equipment: Letter of Authorization from the Original Equipment Manufacturers (OEM) or their authorized/accredited representative; g. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement: h. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner) Subjects to the provisions of the Public Procurement Act, 2007 note that: i. the Ministry shall verify any or all the claims made by the applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary; ii. All costs (Time and Material) incurred in responding this advertisement any way or fully borne by bidders and are non-refundable by the Procuring Entity: iii. This advertisement shall not be construed a commitment on the part of the Ministry to award contract to any bidder; iv. All documents for submission must be submitted with a Covering/Forwarding letter under the Company-s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm; and v. none compliance any the above instructions lead to disqualification of bidders; vi. Good/Works: Only pre-qualified at later financial bids opening, while financial bids un-successful un-opened; vii. Services: Only shortlisted firms be invited at late date for collection of Request Proposals; viii. Federal Ministry Justice (FMOJ) reserves the right to cancel the Procurement process any time without incurring any liabilities bidders in accordance with 2007. Interested companies are to collect Standard Bidding Documents (SBD) from the Office of the Director (Procurement)2nd floor, Wing C, Room No 2c 17 of the Federal Ministry Justice, Headquarters, Abuja payment non-refundable tender fee N10,000.00 per Lot, payable to Federal Ministry Remita Account Number in any Commercial Bank Nigeria. Note: i. Bids must be in English language and signed by an official unauthorized by the bidder. ii. Bids submitted after the deadline for submission would be returned un-opened. iii. All cost will be borne by the bidders. iv. Attendees at the bids opening shall be required to wash hands, use hand sanitizer, wear mask and observe physical distancing. The Bids Opening will recovered by video recording and invitation link will be sent to bidders who choose to join the bid opening online. v. The Federal Ministry of Justice is not bound to prequalify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007. vi.
